CLQ, worker hostel and TLQ are often used loosely in the market. A CLQ generally describes centrally managed labour accommodation, a worker hostel is a broader commercial description, and TLQ usually refers to temporary labour quarters. The label does not replace an approval check.
Centralised Labour Quarters (CLQ)
Generally used for purpose-planned or centrally managed employee accommodation. It may serve one employer or multiple employers depending on the operating model.
Worker hostel
A broad market term that may describe many property and management arrangements. A property advertised as a worker hostel should still be checked for certification, approved use and actual standards.
Temporary Labour Quarters (TLQ)
Generally associated with temporary or project-related worker accommodation. The permissible location, duration, design and approval pathway may differ from permanent accommodation.
The practical question to ask
Instead of relying on the label, ask: Where is the property? What is its approved use? Who operates it? Which workers will occupy it? What certificate and local approvals apply? What is the verified capacity?
